A legal aid clinic. They help people use laws like the ADA, Section 504 and wage-and-hour rules, and they explain which rule applies and who has to follow it.
I find the rule’s own words. Then I check who it covers, where it applies and when it took effect. If it doesn’t cover this person, this place and this date, it isn’t the answer yet. After that I find the person whose job it is to follow it.

Every rule has an author, a place and a date. Find all three, check that the rule covers this person, then find whose job it is to follow it.

In college, a knee injury put them on crutches for a semester, and a required class stayed on a fourth floor with a broken elevator. They read the college’s own policy, found the office responsible and got the class moved. Then came law school and six years at the clinic.
